I am a results-oriented data professional with a strong foundation in artificial intelligence, data engineering, and strategic analytics. With over six years of experience across both research and industry, I specialize in designing data-driven solutions to solve complex problems and enhance decision-making. I hold a Ph.D. in Artificial Intelligence, with a research focus on reinforcement learning for blood glucose control in Type 1 Diabetes patients.

Currently, I work as a Business Intelligence / Data Engineer contractor at the California Department of Health Care Services (DHCS), where I lead strategic data modernization efforts to support Medi-Cal, California's Medicaid program that ensures healthcare access for millions of residents. My work focuses on building scalable BI solutions that serve the needs of internal teams, healthcare providers, beneficiaries, and medical facilities across the state.

Key contributions include:

• Performing data validation and final review for high-impact projects like Behavioral Health Network Adequacy (BHNA), ensuring data integrity for policymaking and compliance.
• Modernizing legacy reporting systems by reverse-engineering and rebuilding them into interactive dashboards using Power BI and cloud-enabled infrastructure, including for:
  • Managed Care Monitoring (MCM)
  • Managed Care Network Adequacy (MCNA)
  • Managed Care Audit Solution (MCAS)
• Leading the redesign of the MCM Performance Report, originally built over 8 years ago, by upgrading both the data model and user interface to meet modern standards.
• Creating GitHub standards and best practices for the BI branch, including templates, version control protocols, and collaborative documentation workflows.
• Contributing to technical documentation, data quality frameworks, and Power BI dashboard guidelines, while also providing support for cloud server integration where applicable.

Over the years, I have built a solid foundation in data science, engineering, and AI through hands-on roles at globally recognized organizations.

At Meta, I contributed to Generative AI safety as part of a specialized team focused on model testing, bias analysis, and risk mitigation. I worked cross-functionally with legal, engineering, and policy teams to ensure that generative models aligned with safety, compliance, and transparency standards.

As an AI Researcher and Data Scientist at the Technical University of Cartagena, I led pioneering research in reinforcement learning for healthcare, including developing algorithms to regulate blood glucose in Type 1 Diabetes patients. I supervised multidisciplinary research teams, published peer-reviewed articles, and collaborated with government agencies and healthcare organizations—contributing to both scientific advancement and real-world policy impact.

At the London Stock Exchange Group (LSEG), including its subsidiary Refinitiv, I led the development of advanced forecasting models for infrastructure capacity planning and created dynamic dashboards to visualize network performance, power consumption, and white space utilization. My work supported strategic decisions in cloud migration and operational optimization across global data centers.

During my time at Microsoft, I supported user engagement analytics by designing predictive models that improved marketing campaign performance and customer targeting. These efforts resulted in increased audience retention and content interaction across digital platforms.

I am also the founder and community leader of a 14.1k-member Facebook group called "USA Green Card ย้ายไปทำงาน ไม่ต้องมี Job Offer", where I guide Thai speakers on U.S. immigration pathways, including EB1A, EB2 NIW, and EB3 Unskilled. I also launched a new group called "ASVAB for Thai" to support Thai-Americans interested in joining the U.S. Armed Forces.
